Meet Cheryl Berry
Founder | Business Consultant | Operations & Compliance Strategist
Cheryl Berry launched The Elderberry Group in 2013, bringing more than 25 years of experience across healthcare compliance and operations, financial services, media and communications, and nonprofit leadership.
Most recently, Berry served as Chief Compliance Officer for a behavioral-health organization in Norfolk, Virginia (2023–2026), where she led Medicaid, CMS, DMAS, and DBHDS compliance, internal audits, risk assessments, licensing and audit readiness, quality assurance, policy development, and staff training, supervising teams of 15–20. She is a Qualified Mental Health Professional (QMHP) in Virginia, with extensive experience developing standard operating procedures, regulatory compliance manuals, organizational policies, and training programs.
She is also an experienced grant, RFP, and sponsorship proposal writer, skilled in translating complex organizational objectives into compelling, persuasive proposals for public, private, and nonprofit opportunities.
Her background also includes ten years in the financial industry — including service as a Vice President of Investments and as a former FINRA Series 7 and 66 license holder — and a media career with some of the country’s top media and communications corporations, spanning direct mail, print, broadcast television, and digital development.
Berry earned her bachelor’s degree at Syracuse University and has been accepted into the Master of Public Administration program at Liberty University.
Through The Elderberry Group, Berry brings these complementary disciplines together to help organizations operate more effectively, manage risk, pursue funding, and build sustainable growth strategies.
